Mission Objective: Kisuke has ordered something from his friend, Rubel, a black marketeer around Falcon City but it turns out that their cargo has been missing from the harbor for two days now. Meet Rubel at the black market and see if what he's suspecting is true that smugglers has made something they'll regret for the rest of their lives. Retrieve the cargo for Kisuke as much as possible. Assets have told both Kisuke and Rubel that the suspects would be around the large canals of the city.

Personality: An established entrepreneur, Kisuke is pretty much getting his head over himself most of the time but he has what it needs to prove and say he can do so. He has close relationships with good customers and gives nightmares to his not so good clients. Its easy to make a deal with him.
Motivation: Running his business properly. Good clients and customers.
Fears: Loosing his reputation as an established entrepreneur.

Personality: Although he treats each and every person he meet a prospective clients, he is not something one should have their trust with completely. He is a man of pure business and it can be observed from the very way he make transaction that he's only for the jewels in your pockets. He's true to his word but he never make promises. He does not like being double crossed.
Motivation: Running his underground business and transactions properly.
Fears: Being double crossed. Failure of his business.

Personality: They are nobodies. Low live scums preying to weak and unguarded people who unfortunately went across with them. Their primary source of income is smuggling items and stealing which speaks to their low characteristics. They're hot headed and short tempered. They may have low IQs but sewer rats still know how to fight.
Motivation: Getting loots or items smuggled from harbors and airships.
Fears: Getting arrested and apprehended by the authority.
