This is a fairly new site, being only about 2 and a half months old. Our setting takes place about 400 years into the past - x391 being the current year - and dragons freely roam Earthland. While humans and dragons are currently in peace with each other, there is darkness brewing and that fragile line of truce between them might just break soon enough.

This is a type of Molding Magic which utilizes the element of ice. The user can create a variety of objects out of ice to be used for offensive, defensive or miscellaneous purposes. Outside of combat, the user can also change their surroundings using ice, such as covering the ground with ice.The ice also can be used as wound dressing, stanching bleeding and preventing the swell of an injury. ~ Wiki

Ice-Make's most basic, yet one of its most useful capabilities is that of covering everything Opium comes into contact with in ice. This comes in useful for a variety of purposes, from damaging opponents to making things' composition weaker in order to more easily break them. What can be frozen depends on the user's own ability. At base tier Opium can freeze non-saline liquids and most inanimate objects.

Two post cooldown for each post that this spell is active.

Requirements:
None most times, but if she wants to freeze over any liquids they will have to be present and able to be touched.
Effect: A spell in which the user puts their hand on the floor, creating a layer of ice over the floor, which makes anyone standing on it slip . On liquid surfaces she is able to freeze it as far as 25 meters.The spell will only hold for four post

Effect: Opium puts her hands in front of her and a shield of ice appears directly in front of her. The shield is in the shape of a spider's web with much detail showing her love for spiders. The shield can block two base spell attacks and only one base spell attack fire/Lightning before shattering or melting. Any other attack higher will completely break the shield and send Opium flying back. The shield has a thirty-six cm radius.
Cooldown: two posts before she can make another one.

Putting her hands in front of her a magic seal appears and a barrage of Shard ice needles fly out. The amount of needles at base spell depends on how many needles come out. At base only about twenty to thirty needles fly out. If hit with these needles they don't pierce the skin completely but they do enough damage to leave scratches that draw blood.

Putting her hands together a magic seal appears. As she pulls her hands apart a Jagged edge sword comes out. The sword is sharp enough to cut skin and possibly a little deeper, but not to the bone. It is durable enough to clash with any sword for three posts before shattering. the swords length is the same as her own sword, 36 1/2''.

I realize this is a WiP, but a quick thing with requirements. They are spells or environmental factors that must be active for your spell to be used, not necessarily how you create your spell. That would fall under the effect. For example, if one of your spells involved freezing water, a requirement would be that water must be within the spell range. Something more along those lines. Think of them as a prerequisite to using your spell.

Freeze: Can you simplify your description of the cooldown for me? Just say 2 post cooldown for each post active, or something along those lines. Would make it much easier. Anything regarding duration should be put in the effect, not the coolodown. Also, frostbite is very severe for a base-spell, and it's a base spell, not D-rank as you have in your effect description. The ability to freeze anything is also very powerful for a base spell. I'd start with just non-saline liquids.
Floor: Change the range. It can be 25 meters for liquids, but on solid surfaces it should only be something like 10 meters. Also, freezing entire oceans is very overstated. Just stick to the ranges. Again, the duration belongs in the effect.
Shield: Not D-rank spells, base spells. How big is it, in radius?
Sting: Again, base spell, not D-rank. 50-100 also seems like a lot. Perhaps something closer to 20 for a base spell.
Cannon: Completely overpowered compared to your other spells. This is a base spell, so breaking bones is a no-no. That comes at the earliest of C-rank. How big is the cannon ball? 40 mph is also far too fast. That's about... 20 m/s or so. Most base spells only start at 5 m/s and graduate from there. You also say 5 posts for every 2 cannons, but you never state how many cannons/cannonballs can be made/launched at a time. I'd say just make it 1 cannon with a 3 post cooldown. Makes it easier for everyone.

Freeze: I think you'll need a certain amount of area that can be frozen at most per post. Perhaps 1 sq. meter per post or so? And that would have to be with full contact throughout the post. That way you can't go freezing holder objects with a simple tap.

Sting: This needs a speed; 10 m/s should be ok since they do very little damage.
Viper Strike: I think you accidentally left out that it can only clash with equal rank swords. It would probably take a set amount of strikes against a higher rank sword until it breaks, however.
